The Current Situation
Chemical plants often contain quantities of hazardous materials. Up until September 11, 2001, carrying out a PHA was considered adequate in protecting the facility. Since then, however, chemical plants have faced new risks. They are now seen as potential targets for terrorists, criminals and disaffected employees.
