In response to major incidents in the past such as Flixborough or Bhopal, chemical facilities have changed in the last 30 years, and they continue to change. However, many plants are still afflicted by an antiquated infrastructure due to the high capital cost of upgrades. In order to prevent catastrophic events, companies use Process Safety Management to achieve safe operation first by defining the safe operating parameters, and then by ensuring the operations remain within the parameters. They use HAZOP and PHA studies for analyzing the facilities.
The PHA studies, such as HAZOP's or the What-If/Checklists, fulfill a number of functions. They include:
- Fulfill regulatory requirements
- Document best practices for the facility and industry through procedural HAZOP's and What-If/Checklists for the processes
- Provide protection for the employees, the facility, the public and the environment by identifying hazards and providing recommendations on how to mitigate the hazards
- Provide business continuity
More and more employers at both PSM and non-PSM facilities are making job safety and health a top priority. They have instituted Health and Safety programs. They involve employees in preventing injuries and illnesses. They investigate both accidents and near misses, as well as conducting job safety analysis. They build safety and health considerations into new facilities. They ensure that their subcontractors adhere to their standards.
After the events of September 11th, corporations around the world are beginning to take a more careful look at security and vulnerability concerns at their facilities. This is especially true in the chemical industry whose facilities contain either hazardous material, or material that be used create either a weapon or a catastrophic event. Since 9/11, security teams conducting risk studies consider the threats posed by terrorists or other malevolent forces.
Programs instituted by such voluntary organizations as the CCPS, the ACC, VPPPA, and the PACE International Union are leading the Responsible Care revolution. These organizations help commit companies to meeting specific environmental, health, safety, and security performance criteria as a condition of membership.
